During 1933-1942, the Soviet took advantage of the chance of supporting SHENG Shi cai to unify Sinkiang by force, driving its power into Sinkiang on a large scale on one hand, the Soviet aided SHENG Shi cai Administration to its utmost on politics, economy and military affairs to help SHENG Shi cai consolidate ruling Sinkiang; on the other hand, by penetration and controlling SHENG Shi cai Administration, the Soviet obtained a great deal of political and economic interest from Sinkiang, and made it become the tool realizing its aim. The essential of the Soviet's policy on Sinkiang is to get broad rights and interests in Sinkiang in return through "friendly" aid to the SHENG Shi cai Administration, and arrived at its aim to control sinkiang eventually. Although there were goodwill and bounty, there were even more self regard and greed in the Soviet's intention. The Soviet's policy on Sinkiang brought quietly complex effect to the society and politics development of Sinkiang.
