Abstract:
Since the inception of WTO, its success has been accompanied by an increase in strains in outside pressures and within the WTO. The former comes from the challenges posed by the failures of the developing countries to participate effectively in WTO decision, NGO's enthusiasm in participation in WTO affairs and the rise in regionalism while the latter is embodied in the difficulties that WTO has met in performing its main functions such as negotiations, implementation of its agreements and disputes settlement. All the difficulties reflect some chief challenges facing the international community, thus it is impossible to overcome the difficulties in short time. Though the Doha Round negotiation has been launched, its prospect will never be too optimistic.

Abstract:
Contract plays a fundamental role in securities transactions, thus, contractual obligations are one of the basic types of obligations and liabilities in securities transactions. For protecting the interest of investors and the efficiency of the securities markets, nations have adopted corresponding legislations on strengthening information disclosure and on preventing and fighting against frauds, and it is usual that contractual obligations and tort liabilities are concurrent in securities, which civil liabilities have evidenced a progressive dilution of requirements. The increasingly popular adoption of arbitration clauses in securities transactions and the rapid development of financial derivatives also witnessed and reinforced the fundamental role of contractual obligations in securities transactions.

During 1933-1942, the Soviet took advantage of the chance of supporting SHENG Shi cai to unify Sinkiang by force, driving its power into Sinkiang on a large scale on one hand, the Soviet aided SHENG Shi cai Administration to its utmost on politics, economy and military affairs to help SHENG Shi cai consolidate ruling Sinkiang; on the other hand, by penetration and controlling SHENG Shi cai Administration, the Soviet obtained a great deal of political and economic interest from Sinkiang, and made it become the tool realizing its aim. This article thinks that the employment in China is not alike that of contradiction between demand and supply on the labor market under the system of market economy, and also not alike the employment under the system of planning economy, which the state monopoly for running and distributing employment and find places for all people. China is now in a transitional period from planning economy system to market economy system. In this period, the release and transform of redundant laborers are the main expression of employment, so the basic thinking to expand employment must start from the contradiction of "systematic employment".
