In this paper, we use average years of education per person as an index to measure Stock of Human Resources Education Attainment(SHREA), which is used to make a empirical analysis of both home and abroad. On the basic of it we put forward a domain classification for SHREA of China. At last, by using relative ratio method, we analyze the economical efficiency of SHREA for 31 provinces of our country, and put forward the bucket principle.
