Abstract

Abstract

The recent years have seen a global rise of the partnership between Government and the Third Sector, with a starting development in China. After combing the theoretical basis and structure of the partnership of Government and the Third Sector, the paper takes as an example of SQ Social Work Services Operation Pattern, and by means of literature review and interview, it arrives at the conslusion that the achievement of the partnership requires that the two parties reach a dynamic balance of mutual complement and adjustment in a democratic, fair, and transparent framework based on a mutually recognized goal.
