The COVID-2019 has exert critical impact to these enterprise, and what policy tools should be taken by the central government is a meaningful policy issue. There is rare literature focus on the policy issue that what central government should do in order to nudge enterprises restart. This paper develops analysis framework based on the administrative burden theory, and then taking central government policy announcements as empirical evidence. This research defines the enterprises restart regulation as a type of administrative burden, and taking policy document content analysis as research method. We find that the enterprise restart regulation has impeded economic recover. Central government has taken market methods, regulation tools and better government service to help firms recover their production. It is important for that government to reduce the administrative burden and promote the quality of business climate.
