The "rural cities" and landless peasants are universal phenomena and products in the process of urbanization in China. With urbanization, the problems of "rural cities" and landless peasants have become prominent. The paper using the perspective of functionalism and taking the example of X community in the southeast of Shandong Province, analyzes the community identity of the landless peasants. The paper reckons that the community recognition and acceptance of landless peasants are low.In addition, less participation and the traditional mode of interpersonal communication also influence the community identity. To enhance the community identity, not only the construction of both community material and culture is needed, but also the importance of the core values should be realized.
