Research on the Operation Mechanism of Supervision and Inspection in Colleges and Universities in the New Era

摘要: “落实论”认为，决策的生命力在于落实，不抓落实，再好的蓝图也是一纸空文。高校督查督办工作是推动落实工作的重要手段，也是实现科学领导、加强学校管理、促进高质量发展的重要组成部分。尽管许多高校认识到督查督办工作的重要性并出台相关制度，但实践中仍存在工作流程不规范、协调联动性不强、过程跟踪不到位、成效作用不明显等问题。文章以解决实际问题为导向，指出应该建立分层分类督办体系、统筹协调责任机制、全过程跟踪机制、结果反馈机制，以进一步加强高校督查督办工作，回答好高校督查督办工作运行机制中“为何督”“督什么”“谁来督”“怎么督”的问题。Abstract: The “Implementation Theory” holds that the vitality of a decision lies in its implementation. Without implementation, even the best blueprint remains a mere piece of paper. The supervision and inspection work in colleges and universities is an important means to promote implementation of work and an essential part of achieving scientific leadership, strengthening school management, and promoting high-quality development. Although many colleges and universities have recognized the importance of supervision and inspection work and have introduced relevant systems, there are still problems in practice, such as non-standard work processes, weak coordination and linkage, inadequate process tracking, and insignificant effectiveness. This article, oriented towards solving practical problems, explores that to further strengthen the supervision and inspection work in colleges and universities, it is necessary to establish a hierarchical and classified supervision system, a coordinated responsibility mechanism, a full-process tracking mechanism, and a result feedback mechanism. It aims to answer the questions of “why to supervise”, “what to supervise”, “who supervises”, and “how to supervise” in the operation mechanism of supervision and inspection work in colleges and universities.
