Abstract

Abstract

Sun Zhongshan attached great importance to the ruling by law as well as ruling by virtue all his life.He emphasized the construction of the virtue of the revolutionary political party and the cultivation of the political virtue of the govement officals in his early life; while he not only laid stress on restoring “Chinese intrinsic virtue” but also gave a new explation to it and vested it with the meaning of modern times in his later life.In his opinion,ruling by virtue was the basic of the constuction of ruling by law, and the prerequiste of making “the country ruling by law” in modern times.He also affirmed the positive role of the intrinsic virtue to the constuction of the rule by law.
