Collaboration in Horizontal-circle and Vertical-layer: The Governance Logic of National Outbreak Emergency in the Perspective of the Scale of Political Geography

  • National governance is a systematic and integrated global operation in complex geographic space.Governance units of various scales form specific "ring structures" based on the containment and containment relationships.In epidemic prevention and emergency management,we are faced with the dual task of epidemic prevention and control and social risk prevention and control.The governance units of the state,city and community need to play an interactive and cooperative role.Taking this as a mirror,this paper holds that the governance of a country in the sense of political geography needs the governance units of various scales to give play to the governance effectiveness and establish a governance community serving the operation of the governance units.In the future, we should plan the modernization of national governance in accordance with the thinking of "Circlelayer collaboration".
