Ethical Reflection on the Responsibility of Environment Governance——Based on the Comparison and Analysis of the Governance of Fog and Haze in China and Other Countries

As a reflection of the social development trend，ethics of responsibility is not only the ethical reflection of the social development cost，but also the ethical questions of the main social responsibility.As the major environmental problems of the industrial society，the fog and haze problem is the pain of the developed country，and the reflection of the western developed country also promotes the development of environmental ethics of responsibility.This paper analyzes the texts about the fog and haze by the CNKI database on 1992－2014，and compares the fog and haze problems and solutions with Britain，the United States，Japan，Germany and other countries.The purpose is to develop a kind of cultivation based on the sense of responsibility ethics，so as to arouse the ecological environment responsibility of the main actors，strengthen the behavior of the main body of the environmental behavior of the responsibility of the cognitive and liability practice，thus，the moral character of the main body of the responsibility consciousness is internalized，and then solve the plight of environmental governance in China，and promote the development of China in better and quicker way.
