Abstract

Abstract

Instituting the local self-government was an important political move in the early stage of the National Government.This paper depicts the stories of the three stages of the whole process of the National Government:the early practice of the local autonomy, the period of fading and changing, and the failure stage.Whereafter, the paper makes a good exploration of the causes of the failure of the local self-government.
