How Legislators Deal with Scientific & Technological Issues-Based on the Practice of Law Draft Deliberation

Abstract

Abstract

How to make proper responses to relevant scientific and technological issues by legislation becomes a challenge in modern society. We should try to reach a consensus in the legislative process. Based on the practice of NPC and NPCSC, the Constitution and Law Committee may fully consider the opinions of experts, relevant organizations and agencies during the unified deliberation of law drafts, then decide to adjust the definitions of related concepts, maintain or change the definitions based on specific concepts/standard legal measures, or supply special explanations about scientific and technological topics. There is a complicated relationship between legislation and science. The Constitution and Law Committee uses a variety of strategies to deal with scientific and technological issues based on the legal methods. We should keep the legislative process more transparent and democratic, and strengthen public participation in legislation, to eliminate the risk of uncertainty caused by modern technology.
