A Study on Social Insurance Participation Issues of Workers in New Business Formats and their Formation Mechanisms

To promote the expansion of social insurance coverage among workers in new business formats, it is necessary to reveal the issues of their social insurance participation and the formation mechanisms. This article analyzes the interactive influence of individual, employment, and institutional factors on the different social insurance participation behaviors of workers in new business formats, and finds that their social insurance participation issues are manifested as voluntary dilemmas and participation barriers. Workers’ view of free work, misconceptions about social insurance, and high mobility respectively lead to voluntary dilemmas in social insurance participation for workers in standard labor relationships and flexible employment. The formation of participation barriers in standard labor relations insurance, work injury insurance and flexible employment insurance involves factors such as employers’ evasion of social insurance liability, the difficulty of implementing the stand-alone work injury insurance system, and the complexity of handling flexible employment insurance. The article not only provides an integrated framework for explaining the causes of different insurance participation issues, but also reveals the impact of factors such as view of work and cognitive biases towards social insurance, non-standard employment, and the adaptability of the single work injury insurance system on the insurance participation behavior of workers in new business formats.
