Integrated Ideological and Political Education Across Primary, Secondary, and Tertiary Levels in Universities: Experience Review, Practical Challenges, and Optimization Strategies

  • From the perspective of “ideological and political leadership”, this paper constructs a “five-force synergy” analysis framework encompassing mechanism leadership, organizational leadership, teaching and research leadership, professional leadership, and practical leadership. By employing a combination of questionnaire surveys and semi-structured interviews, the study conducted research on 12 universities in Beijing, systematically examining the current practice of integrating ideological and political education across primary, secondary, and tertiary levels in universities. The findings reveal that there is still room for improvement in the hub role of policy platforms, resource radiation efficiency, collaborative vitality of teachers, and vertical continuity of curriculum and textbooks in the current integration of ideological and political education across primary, secondary, and tertiary levels in universities. To address this, this paper proposes to start with improving policy guarantee mechanisms, enhancing teacher development mechanisms, optimizing internal management systems, and deepening collaborative teaching and research mechanisms. By doing so, it aims to establish an implementation path for integrating ideological and political education across primary, secondary, and tertiary levels in universities in the new era, effectively leveraging the ideological and political leadership of universities.
