Policy Instrument Choice for Collaborative Governance of Air Pollution in “2+26” Cities-An Analysis Based on Grounded Theory

  • Based on the grounded theory analysis of policy texts, this paper constructs a theoretical model of policy instrument for collaborative governance of air pollution in “2+26” cities, and clearly depicts the realistic picture of collaborative governance of air pollution in “2+26” cities from the perspective of policy instrument. The study found that the realization of the collaborative governance goals of air pollution in “2+26” cities depends on the comprehensive application of the goal-oriented guiding tools, the process-oriented executive tools, the result-oriented guarantee tools, and the capability-oriented enabling tools. There are differences in the degree of application of different types of policy instrument in the collaborative governance of air pollution in “2+26” cities. The four types of policy instrument dedicated to collaborative governance of air pollution in “2+26” cities are not separate and independent from each other, but an organic combination of continuous advancement and connection. They constitute the basic policy toolbox for collaborative governance of air pollution in “2+26” cities. Therefore, in order to realize the long-term operation of collaborative governance of air pollution, it is necessary to attach importance to the guiding role of guiding tools, continue to play the key role of executive and guarantee tools, pay attention to the capacity building of collaborative governance of regional air pollution, so as to continuously empower the collaborative governance of regional air pollution.
