Abstract

Abstract

Party leadership is an important feature and advantage of our country’s social governance system. The research on the practice of political party governance after the founding of the People’s Republic of China finds that the function of political party in grassroots governance shows an adjustment from overall mobilization to embedded leadership. In the overall domination stage of integration, the political party carries out the overall integration of the grassroots society through organizational integration and political mobilization, showing the characteristics of “mechanical integration”. After the reform, in the face of the fragmented governance problem of a divided society, the political party carried out embedded leadership with the goal of cultivating a governance community, and carried out integrated governance with the help of the political integration mechanism, forming a party plan for grassroots governance innovation. On the whole, the grassroots governance logic of political party has undergone a transformation from fragmented to integrated governance, from overall mobilization logic to negotiated empowerment logic.
