Abstract:
Since the 20th National Congress of the Communist Party of China, inspection work at the municipal and county levels, as an important institutional vehicle through which the inspection system extends to the grassroots and becomes embedded in the grassroots supervision system, have taken shape in such practical forms as the downward extension of political supervision, more precise problem identification, and the transformation of rectification outcomes into governance effects. Existing studies have tended to emphasize normative exposition and descriptive summaries of experience, while offering insufficient explanation of the grassroots operating mechanisms that distinguish inspection work at the municipal and county levels from higher-level inspections. Drawing on 424 typical cases of inspection work at the municipal and county levels published on the website of the Central Commission for Discipline Inspection and the National Supervisory Commission, this article randomly selects 394 cases and imports them into NVivo 15 for procedural grounded-theory coding. The analysis identifies eight main categories: political supervision, problem orientation, the mass line, inspection priorities, inspection methods, inspection procedures, rectification procedures, and the application of inspection outcomes. On this basis, the article distills the core category of “closed-loop inspection governance under the guidance of political supervision.” The study finds that inspection work at the municipal and county levels are guided by the concretization, precision, and regularization of political supervision; rely on problem orientation and the mass line as dual anchors; achieve problem penetration through the coordinated configuration of inspection priorities, methods, and procedures; and transform supervisory momentum into grassroots governance effectiveness through rectification responsibility, evaluation and accountability, and the application of inspection outcomes. By revealing the closed-loop mechanism through which inspection work at the municipal and county levels “operate” and “deliver results,” this article provides an empirical reference for improving the grassroots supervision system.

Abstract:
Preventing and controlling new and disguised forms of corruption has become an important task in the anti-corruption struggle in the new era, and is an essential part of resolutely fighting the tough, protracted, and overall battle against corruption. Since the 18th National Congress of the CPC, under the comprehensive influence of various factors such as the continuous high-pressure situation of anti-corruption, the rapid development of the market economy, the progress of information technology, and the institutional gaps in emerging fields, the ways of corruption have constantly evolved and diversified, presenting a series of new characteristics in terms of subject, role, consideration, time, space, technology, cost, etc. To effectively prevent and control new and disguised forms of corruption, it is necessary to strengthen investigation and research, and continuously update the case database; strengthen institutional construction and provide basic guidelines for discipline inspection and law enforcement; focus on key areas, key targets, and key links, and intensify punishment; accelerate technological empowerment, accurately identify and effectively investigate new and disguised forms of corruption.

The Fourth Plenary Session of the 20th Central Committee of the Communist Party of China has opened a new chapter in Chinese-style modernization. Based on this historical position, the 15th Five-Year Plan Period has become a key deployment to continue promoting the advancement of Chinese-style modernization. As a socialist modernization model led by the Communist Party of China, Chinese-style modernization has important theoretical value and practical significance for advancing the process of human social modernization. On the new journey of the 15th Five-Year Plan Period, it is urgent to continuously deepen our understanding of Chinese-style modernization from five dimensions: strategy, value, thinking, method, and strength, so as to ensure that Chinese-style modernization moves forward steadily and far. Maintain the resolve for development, adhere to putting the people first, strengthen systematic thinking, abide by the principle of seeking progress while maintaining stability, and rely on unity and hard work, so as to anchor the strategic direction of advancing Chinese-style modernization, consolidate the value foundation for advancing Chinese-style modernization, enhance the overall thinking in advancing Chinese-style modernization, grasp the scientific methods for advancing Chinese-style modernization, gather the spiritual strength for advancing Chinese-style modernization. Abstract:
Improving the collaborative education system and tapping into the inherent value of alumni-engaged education constitute critical approaches for universities in the new era to establish a three-dimensional education system featuring “all staff, whole process, all dimensions and all fields”, as well as to boost the quality and efficiency of talent cultivation. Based on the theoretical framework of collaborative education, alumni serve as a core link connecting university talent cultivation with the development of various sectors, boasting irreplaceable educational strengths. Integrating diverse educational functions including value shaping, competence cultivation, cultural inheritance, and resource empowerment, alumni act as vital external resources for universities to fulfill the fundamental task of fostering virtue through education. At present, the collaborative construction of alumni-engaged education in universities still faces numerous practical obstacles, with prominent problems such as misaligned perceptions and concepts, ambiguous rights and responsibilities mechanisms, mismatched supply and demand of educational content, and rigid and single linkage channels, which hinder the full realization of the effectiveness of alumni-engaged education. In response to such circumstances, universities should adopt systematic thinking to integrate internal and external educational resources, refine the institutional system for alumni collaborative education, leverage digital technologies to drive innovations in educational models, and optimize the ecological environment for alumni-engaged education. It is essential to build a sound educational ecosystem where alumni give back to education, education empowers alumni, and universities, local communities and alumni achieve symbiotic development, thereby consolidating the educational foundation for universities to deliver on the fundamental task of fostering virtue through education and to cultivate high-caliber talents for the times.

Abstract:
In recent years, classic Chinese culture has become the finest form of aesthetic expression among youth, one of the mainstream aesthetic forms featuring wide circulation, high recognition and strong guiding influence within youth groups. This cultural phenomenon has taken shape in the contemporary context where the “Two Combinations” provide theoretical guidance, cultural confidence offers solid support, and the building of a culturally strong nation provides strategic backing. It is also driven by internal motivations: the recognition of cultural values awakens young people’s aesthetic awareness of Chinese classical style, the spirit of traditional culture consoles young people and relieves their psychological anxiety, and symbols of social circles help them construct their identity. Based on relevant research on youth aesthetics, this paper puts forward practical implications including actively promoting the protection and inheritance of cultural heritage, continuously strengthening the building of international communication capacity, and further deepening exchanges and mutual learning among world civilizations. It aims to guide young people to safeguard the root and soul of the Chinese nation, cultivate them to become a new force for mainstream aesthetics, and join hands with them to build a garden where all beauties thrive together. In this way, tradition and modernity are integrated, and Chinese culture shines more brilliantly.

A Study on Improving the Discourse Efficacy of Online Patriotic Education in Universities in the Context of Circle Communication

Abstract:
Circle communication has reshaped the communication ecology of online patriotic education discourse in colleges and universities. Consequently, the processes of discourse production, dissemination, and reception have acquired several new characteristics, including the coordination of real-time interactive feedback with discourse production, personalized information reception enabled by algorithmic precision recommendation, and the interplay between emotion-driven communication mechanisms and the stratification of value identification within circle communication. Against this backdrop, the effective transmission of mainstream values in the online sphere has become increasingly challenging. Grounded in Circle communication theory and discourse construction theory, this study analyzes the practical challenges confronting online patriotic education discourse in colleges and universities, including structural barriers to discourse reach, adaptation bottlenecks in discourse expression, and mechanism-related dilemmas in discourse feedback. Accordingly, enhancing the effectiveness of such discourse requires three interconnected approaches: adapting to segmented communication mechanisms to improve discourse reach; innovating forms of discourse presentation to strengthen its expressive capacity; and establishing an optimized feedback mechanism to enhance its transformative capacity.

Effective Paths and Practical Explorations for Research-based Education Through Large Scientific Facilities

Abstract:
Research-based education has become an important channel by which universities leverage the resource advantages of scientific research facilities to convert such research resources into educational resources. Taking the construction of large scientific facilities as an example, this paper first explains the connotation of research-based education, that is “knowledge construction, competency training, value shaping, character cultivation” and its features of integration, practicality, cooperation and leading nature. On this basis, the paper further analyzes its value at three levels: serving national strategic needs, enhancing the scientific and technological innovation capabilities of universities, and advancing the holistic development of students. Through an analysis of typical cases of large scientific facilities in China, this paper summarizes the common challenges and core experiences existing in current research-based education practices relying on large scientific facilities. Based on the above findings, the paper proposes systematic and operable suggestions covering four dimensions: deepening the integration of science and education and strengthening ideological and political guidance, perfecting top-level institutions as well as evaluation and incentive mechanisms, fostering research culture and educational atmosphere, and boosting interdisciplinary exchanges and social collaboration. This study aims to provide theoretical references and practical experience for universities to realize in-depth integration of scientific research and education via large scientific facilities and cultivate high-level innovative talents with both moral integrity and professional competence.

Abstract:
How to transform the organizational strengths of the University Communist Youth League into effective outcomes in ideological and political education within the framework of the “Great Ideological and Political Education” system represents a significant theoretical and practical question. It must be grounded in the political orientation of educating for the Party and cultivating talent for the nation, closely aligned with the fundamental task of fostering virtue through education, and aim to nurture socialist builders and successors capable of shouldering the great responsibilities of the era. From the perspective of intrinsic logic, empowering the “Great Ideological and Political Education” system is both a historical mission of the University Communist Youth League and the contemporary requirement for upholding fundamental principles and breaking new ground in university ideological and political education, with the two being inherently connected in their educational objectives, work domains, and practical methods. Regarding functional orientation, this empowerment demonstrates a multi-layered and structural character, encompassing four key functions: ideological cultivation, practical education, organizational development, and cultural enrichment. In terms of practical pathways, the University Communist Youth League must continuously advance its own capacity building, enhance its theoretical competence and the organizational strength of its grassroots units, broaden its scope of work, fully participate in the construction of the “Great Ideological and Political Education” curriculum, integrate into the main channel and primary front of education, actively improve the existing structural framework of ideological and political work, and thereby facilitate the comprehensive construction and optimization of the educational field, cultivation methods, and educution framework.

The Third Plenary Session of the 20th Central Committee of the Communist Party of China has made the strategic deployment of strengthening the synergy between science and technology education and humanities education, pointing out the direction for the reform of higher engineering education. Faced with the new round of scientific and technological revolution and industrial transformation, the logic of talent cultivation is transforming from technology-skill-oriented to comprehensive literacy-oriented. Against this backdrop, breaking down the triple barriers of concepts, disciplines, and systems, and promoting the deep integration and systematic synergy between science and technology education and humanities education have become core issues in cultivating high-quality interdisciplinary engineering talents with solid technical capabilities, profound humanistic heritage, outstanding innovation literacy, and a strong sense of social responsibility. Based on the educational laws of higher engineering education and the requirements for building a national strategic talent team, this paper systematically expounds the contemporary value and theoretical core of the synergistic education of science, technology and humanities, and deeply analyzes the practical dilemmas and their underlying causes in the integration of the two in engineering universities. On this basis, the paper constructs a practical path for synergistic education from three dimensions: reconstruction of the cultivation system, improvement of institutional mechanisms, and construction of faculty capabilities. This trend imposes more comprehensive requirements on metallurgical talent training. Forged in the development of the metallurgical industry under the leadership of the Communist Party of China, the “Iron and Steel Spirit” is valuable spiritual asset. It includes the values of patriotism, dedication, self-reliance, innovation and hard work. It serves as a valuable ideological and political educational resource, which can fulfill the fundamental task of fostering virtue through education and cwltivate new-quality metallurgical talents. Following the logic of historical inheritance, response to the times and value shaping, the “Iron and Steel Spirit” provides value guidance, practical orientation, and dynamic momentum for cultivating new-quality metallurgical talents. In terms of implementation, amid current realistic challenges in education, efforts should be made to forge the spiritual foundation of new-quality metallurgical talents with the “Iron and Steel Backbone”, enhance their core competencies with the “Iron and Steel Skills”, and optimize their cultivation ecosystem with the “Iron and Steel Human Ladder”. Integrating into the “Nearby”: A Study on the Dilemmas, Emergence Mechanisms and Facilitation Mechanisms of Community Participation

Abstract:
Beginning with the phenomenon of “weak community participation”, this article examines the dilemmas and barriers to community participation. It points out that although the CLEAR model of citizen participation, proposed by Stoker and colleagues, offers a relatively comprehensive and systematic analysis of the emergence mechanisms of citizen involvement, its discussion of the facilitation mechanisms remains unclear. Grounded in the context of grassroots governance practices in China, the study further proposes a five-dimensional facilitation mechanism for community participation, abbreviated as the TOPIC framework—Technology, Organization, Place, Institution, and Culture. Through multiple case studies, this article illustrates the practical logic of each mechanism. This effort not only extends the participation theory advanced by Stoker and colleagues, but also provides policy tools, implementable pathways and Chinese experiences for enhancing grassroots governance and promoting residents’ integration into the “Nearby”.

Data Going to the Rural Areas: A New Trend in the Era of Agriculture 4.0

Abstract:
Data going to the rural areas has emerged as a new trend in the era of Agriculture 4.0. In contrast to the traditional capital going to the rural areas, this phenomenon differs significantly in terms of the form of core elements, driving mechanisms, value creation models, and the specific segments of the agricultural industrial chain it engages. Proponents of formalist theory characterize it as the outcome of “rational choice” and “equivalent exchange” between rural-investing enterprises and farmers, maintaining that data property rights should belong to the enterprises that develop and utilize the data. In reality, this perspective uses the facade of “equivalent exchange” to obscure the separation of farmers (as producers) from data (as a means of production), as well as the process of “data capitalization” driven by the trend of data going to the rural areas. In contrast, a competing explanatory framework suggests that data going to the rural areas has created a new form of uncompensated appropriation of smallholder farmers’ data resources, one that differs fundamentally from the traditional influx of commercial and industrial capital into rural areas. Furthermore, against the backdrop of growing stratification among farmers, a “dual exclusion structure” has materialized. This structure is driven by the deliberate exclusionary practices of rural-investing agri-data enterprises and the objective lack of digital capabilities among smallholder farmers. As a result, smallholder farmers face escalating marginalization and severely constrained access to incremental profits. To mitigate these challenges, it is recommended to establish a data governance mechanism aligned with the collective rationality of smallholder farmer communities. By organizing community-anchored data cooperatives, smallholder farmers can dismantle their dependency on external data enterprises, thereby securing discourse power over technology and reclaiming their dominant role in agricultural production.

Abstract:
In the new form of digital and intelligent governance, algorithm-generated conclusions constitute an important form of evidence for the identification of illegal facts. The standardized and systematic review of algorithmic evidence is not only essential to the fairness and justice of individual cases, but also crucial to improving the level of the rule of law in social governance in the digital-intelligent era. However, due to its unique evidential attributes and technical features, algorithmic evidence can hardly be incorporated into the review scope of legal causation, fails to fit within the existing statutory evidence framework, and cannot directly prove its own authenticity, rendering traditional rules of evidence review inapplicable. Therefore, on the basis of retaining the core value of the traditional evidence review mechanism, it is necessary to integrate the thinking of algorithmic technology governance: reconstruct the relevance review rules with algorithmic relevance reasoning and review mechanisms, optimize the legality review rules with algorithmic trust mechanisms, and innovate the algorithmic reliability review mechanism to strengthen the evidence authenticity review system.

The Gray Space and Controlled Regulation of Fintech Platforms

Abstract:
The regulation of fintech platforms can be fundamentally conceptualized as a dynamic contractual relationship between regulators and regulated entities. Where traditional regulatory frameworks struggle to fully encompass the evolving application scenarios of financial technology, these platforms effectively operate within a “gray space”, which refers to a realm of regulatory ambiguity and gaps. Failure to govern this space effectively may trigger systemic risks across three dimensions: technological, market, and regulatory. In addressing these latent risks, a strategy of mere prohibition is unsustainable. To achieve a dynamic equilibrium between technological innovation and financial stability, regulators should intervene in a more proactive and adaptive manner. Specifically, technological controllability can be attained through the advancement of regulatory technology; operational activities can be kept within systemic bounds via embedded supervision; and overall regulatory efficacy can be safeguarded through trigger-based regulatory mechanisms. Through the above multidimensional pathways, it is possible to mitigate systemic risks while incentivizing innovation, ultimately steering fintech towards social good.

The Normative Implications and Application of the Principle of Reliance Protection in the Private Sector Promotion Law

Abstract:
Relying on governmental acts and official information, private economic organizations build reasonable expectations about their operational conditions and developmental objectives. This reliance and its interests should be given key recognition and protection by law. Although the Private Sector Promotion Law stipulates reliance protection through individual provisions, in terms of its normative basis and specific application scenarios, it still faces inherent tensions between administrative flexibility and law-based administration, difficulties in identifying non-typical reliance bases, imbalance in compensation and indemnification for reliance losses, and the nominal application of judicial review. There are also problems of theoretical system and normative practice not being highly compatible. The principle of reliance protection should be regarded as a core principle in promoting the private economy, constraining the arbitrary exercise of administrative power, balancing the flexibility of administrative power and law-based administration conflicts, and protecting the legitimate expectations of private economic organizations. The application of reliance protection clauses is a key link in transforming the private economy from policy dividends to institutional dividends. Therefore, focusing on the normative implications of reliance protection clauses, the practical difficulties and deep causes of their application, and proceeding from dimensions such as clause interpretation and coordination with relevant laws and regulations, norms for the exercise of administrative power, and strengthening judicial review, this paper aims to construct a clear and highly operational reliance protection norm and practice system to provide substantive and fair administrative law protection for the reliance interests of private economic organizations.
