Local coordinated legislation is the process and result of the legislative bodies in different regions formulating common rules for common or implicated matters. The legal guarantee for regional integrated development is local coordinated legislation, and the purpose of integrated development is to solve the problem of unbalanced interests in regional development. The right to regional development cares about the imbalance of regional development interests from a high degree of human rights. It is the right foundation and guiding concept of local coordinated legislation. Legislation is an interest coordination activity. In order to protect the development interests of regional subjects related to coordinated legislation, local coordinated legislation should determine the three principles of regional equality, interest balance and open participation. According to the above principles, it is necessary to construct and improve the horizontal, vertical, internal and external communication and cooperation mechanisms between different regions and different departments, and establish and optimize the compensatory benefit flow mechanism between the beneficiaries and the losers in important matters and fields. Improve the public participation mechanism in the whole process of effectively influencing collaborative legislation and the cross-filing review mechanism between legislative subjects.
