Abstract

Abstract

There is a close relation between the emeging of Yuan Shikai clique and the evolvement of western countries' policy on China.This process can be divided into three phases:Yuan Shikai in Shan Dong province,in Zhi Li province and in the period of Xinhai revolution.

- the emerging of Yuan Shikai clique,
