Guaranteeing the migrants' rights and preventing their crimes depend on the exterior environment. Nevertheless, there is a series of problems in practice, such as: the development of cities often ignores the migrants' rights; the local goverment have con-flicts between considering migrants' rights and their own responsibilities, etc. It results in the rank gaps between the interactive sys-tems. It is important for the government to set people-oriented ruling concept to guarantee the migrants' rights and prevent potential crimes.
