Research on the Formation of the Construction Policy of“New Engineering”Based on the Theory of Multiple-source Stream

  • It is an important issue to analyze the formation mechanism of the policy of “New engineering” construction, for the purpose to implement this policy more effectively.The formation of the policy of “New engineering” is the result of a combination of many factors.Multiple-Stream Theory is an effective tool to study the formation mechanism of this new policy.Based on Multiple-Stream Theory, this paper attempts to analyze the three streams in the formation process of the policy of “New Engineering” in China.The fact that the quality of higher-level engineering talents is not in sync with social needs and international trends constitutes the Problem Stream.The Policy Stream is constituted by the active promotion of experts, scholars and the media.The Politics Stream is the new engineering strategies of the China's government.The coverage of three streams has opened the policy window and the policy has been implemented.
