Abstract

Abstract

As an important method of government encouraging NGOs participating social services, government purchasing social services always be used in both broad and narrow sense.This brings out some practical misunderstandings and policy differences.This paper analyzes these differences from historical, practical and theoretical level and clarifies the misunderstandings.At last, the research explains the exact meanings of government purchasing social services.
