  • Under the background of the expansion of local legislative power, pre-legislative evaluation is an important guarantee for improving the quality of local legislation.At present, the pre-legislative assessment of each region is still in the exploratory stage, and there is neither a perfect evaluation method nor a substantial evaluation index.Fuzhou Sanjiangkou wetland pre-legislative assessment work has done a lot of useful exploration.Taking the protection and development of Sanjiangkou as an opportunity to explore the target consideration factors of pre-legislative assessment, according to the characteristics of the Sanjiangkou ecological environment, it has formed a unique first and second level Indicators, forming an evaluation method that combines qualitative and quantitative evaluation according to the characteristics of the indicators, strives for scientific and accurate evaluation results, demonstrates the importance of Sanjiangkou legislation, formulates the main body, legislative procedures and other important contents, and builds a domestic pre-legislative evaluation mechanism It has important reference significance.
