The event of Microsoft's “blank screen” has caused widespread controversy. From the viewpoint of theoretical research and through analyzing the behavior and consequence of “ blank screen”, this paper argues that its behavior should be regulated because it goes beyond the reasonable scope of intellectual property rights, violates the proper administrative and judicial process, injures the computer-users' property rights and privacy benefits, and abuses the intellectual property rights and its dominant market position. It is suggested to strengthen the research on this kind of behavior, providing reliable legal basis and procedure standard for protecting the intellectual property rights and other benefits.
