Abstract

Abstract

The mineral resources have an important role in human life and social development.The region of Shuntian was rich in coal, gold, silver, lead, iron, tin, manganese, sulfur and so on.As the fuel of life, coal got a large-scale development.The other metal minerals got the development in various scales.However, because of the fear for Fengshui (geomantic omen) and assembling a crowd to cause trouble, mineral development policy of the government affected the development and utilization of mineral resources in the region.For better management of mineral resources, the government implemented the mining license system in coal mining and the reporting system in metal mining.At the same time, the government formulated a series of law for the theft, the private mining and protecting the rights and interests of miners to regulate the development activities of mineral resources.
