Abstract

Abstract

The disequilibrium of government's routine power and financial power has brought about more tax burdens and less economic surplus of economic entities in western China. Central government must offer local govemments institutional assistances and financial supports so that they can implement light tax policies to cut down prices of public goods and public services.
