The risk of public health is still a challenge for governance in modern society.In an interconnected society, the risk of public health caused by infectious-disease solidifies the complexity of adequate risk governance.In the perspective of public administration,ambiguous governance targeting the risk of public health should be developed by multidisciplinary knowledge.Firstly, ambiguous governance aims to cope with ambiguous issues, which includes systematic risk assessment in uncertainty and estimates all possibilities of adverse effects and potential threats.Secondly,ambiguous governance is a cross-organizational strategy for integrating organizational capacity and for information flowing by breaking the hierarchical boundary and process.Lastly, ambiguous governance is cross-regional governance, which enhances the collaborative capacity amongst regions combining macro-control and micro-flexibility,for eliminating amplification of the risk by flowed society and improving institutional trust.The concept of ambiguous governance has its advantage in innovating the mechanism of risk governance.
