Due to the differences of cultural tradition,higher education system and quality of higher education,different countries' higher education evaluation system patterns and their practice characteristic are not the same.Since the 1980s,with the deepening of the higher education management system reform,the enhancement of the market's leading force,and the renewal of the higher education quality management concepts,different countries' higher education evaluation system gradually emerged common developing features,mainly reflected by the change of government functions,the establishment of intermediary assessment organizations,assessment methods and technology updates,as well as the reasonable application of evaluation results and so on.
