The performance evaluation of the government organization is a new government management mode which takes economy, efficiency, benefit and equity as its target. This performance evaluation conforms to the developmental trend of the public administrative reform and explores a new way in settling the bottleneck question of government management. Performance evaluation can not only improve the degree of openness and democracy of the government administration and thus promotes the construction of the Sunlight Government, but also meets the needs of the political system reform and function change of government after China entering WTO. The development of economic globalization and the pressure from WTO, the personnel management reform and the challenge of public human resources exploration, and the deep development of the organs efficiency provide a good chance to evaluate the performance of the government organization and form a driving basis for the performance evaluation of the government organization.
