The author finds some questions such as low pay poor management and low efficiency by collecting questionnaire among nonparty intelligentsia about cognition and opinion on reformation in colleges and universities, and also thinks that the main reasons are deficiency of education investment and outdate management system.Some suggestions are followed:financing by all means; improving schooling envorinment;accelerating reformation of management and distribution system in colleges and universities;making great effects to improve culture of the faculty.
