  • Public policy is the standard of behavior by the government on the basis of the target at a given time in the process of selection, integration, allocation and implementation of public interests.As a system, the process of public policy consists of three links: policy input, transformation and output.In the western world, the multi-stream analysis (MS) by Kingdon, the advocacy coalition framework (ACF) by Basatill and Jenkins, the theory of policy network and so on are the representatives.Whereas, the analytical framework of public policy process in China is based on the mass line with the Chinese characteristics.
