Abstract

Abstract

As an organic element of the modernization system of Chinese rural governance, the governance function of village rules and regulations is an important issue worthy of in-depth study. Most of the existing studies examine the governance function of village rules and regulations based on the normal governance situation, and few studies point out that when the transition from the normal situation to the crisis situation, due to the change of the theme of rural governance, the governance function of village rules and regulations and its implementation logic will also change. Epidemic prevention and control provides a window to investigate the governance function of village rules and regulations in crisis situations. Based on the practice of village rules and regulations in the epidemic prevention and control in Town D, City A, Anhui Province, this paper examines all links of village rules and regulations from text production to implementation as a systematic governance process. The study finds that village rules and regulations have generated two types of governance functions focusing on resilience in crisis situations, namely, the “soft governance” function with “enhancing resilience consensus” as the core and the “hard governance” function with “defining resilience action” as the core. This discovery has certain enlightenment significance for building a simple and efficient grass-roots emergency management system.
