Abstract:
Higher education takes the leading role in building an educationally strong nation, bearing the critical mission of providing talent support and intellectual resources for Chinese-style modernization. Further deepening the comprehensive reform of college logistics system is an inevitable requirement and key task in accelerating the comprehensive reform of higher education. On the new journey of the new era, colleges and universities should actively establish a high-quality logistics operation and support system that meets the needs of new quality productive forces, seize the right time and opportunity for reform tasks, identify the right bridges and paths for reform strategies, and ensure both strategic planning and practical implementation in reform practices. Ultimately, our goal is to improve the modernization of the governance system and capacity in colleges and universities.

Abstract:
Since the 18th National Congress of the Communist Party of China, socialism with Chinese characteristics has entered a new era, and the new historical mission has put forward new requirements for talent cultivation in universities. University teachers should effectively fulfill the era mission of cultivating talent for the Party and the State. Our party has always attached great importance to the ideological and political construction of teachers. The 18th, 19th, and 20th National Congresses of the Party have put forward requirements for strengthening the construction of professional ethics among teachers. In the new era, we should work hard on doing the ideological and political work for university teachers, continuing to strengthen and improving their political theory learning. Persistently using Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to enhance cohesion and forge the soul is an important way to strengthen the construction of professional ethics. The political theory learning of university teachers can be divided into three stages: establishing a system for teachers’ political theory learning, focusing on socialism construction, and stepping up to a new stage in the new era. Based on the exploration, reform, and practice of political theory learning of university teachers, this paper proposes suggestions for strengthening institutional system construction, scientifically designing learning content, and continuously innovating methods and approaches to enhance political theory learning for university teachers in the new era.

Abstract:
In the era of big data, traditional ideological and political education is deeply integrated with cutting-edge technology, which promotes the concept of precision education to achieve new breakthroughs in the development of ideological and political education in universities. At the same time, the implementation of precision ideology and politics in universities faces the conflict between traditional concepts and precise thinking, the dilemma of information cocoons and data islands, the crisis of technological risks and thinking enslavement. And it is necessary for ideological and political educators in universities to unite multiple forces to explore diversified countermeasures from different dimensions such as theory, technology and practice, so as to realize the high-quality development of precision ideology and politics empowered by digital technology.

Abstract:
The 20th National Congress of the Communist Party of China has pointed out the direction and provided guidance for promoting the education and training of cadres in the new era , as well as improving the quality of national higher education development. The National Plan for Cadre Education and Training (2023-2027) has made clear arrangements for the overall requirements, goals and tasks, methods of cadre education and training in the coming period. The party organizations of higher education institutions should promote the high-quality development of cadre education and training in the new era, which is the meaning about adhering to the principle of party management of cadres and promoting the construction of a strong educational nation. The theory of education provides theoretical support for promoting the high-quality development of cadre education and training in the new era. To promote high-quality cadre education and training from multiple-dimensional perspectives such as the goal dimension, demand dimension, practice dimension, and method dimension of educational theory, the party organizations of higher education institutions should firmly grasp the political, directional, and theoretical aspects, follow educational principles, conform to educational laws, focus on the four major elements of teaching, curriculum, faculty, and practice, strengthen top-level design, promote hierarchical classification, and ensure that cadre education and training is profound and effective.

Abstract:
It is imperative to deepening the reform of talent systems and mechanisms, especially addressing the issue of talent evaluation mechanisms in universities. Based on a text review of literature research and participatory observation through field research, this paper focuses on analyzing the theoretical foundations and characteristics of talent evaluation mechanisms in universities, as well as the current state and specific measures of talent evaluation reform in Chinese universities. Grounded in theoretical and practical research, this paper proposes the principles of talent classification management and scientific research quality priority, highlights the trends of addressing practical issues through talent and the integration of industry-university-research collaboration, and emphasizes the enhancement and suggestions for the application of artificial intelligence in education and teaching in the context of the new era. Theoretically, it helps provide a comprehensive understanding of the internal logic and theoretical connotations of talent evaluation mechanisms, enriching the research framework. Practically, it contributes to optimize and improve the talent evaluation mechanisms in universities, providing decision-making reference and guidance for managers and policymakers.

The article combines the reading promotion practice of the library of University of Science and Technology Beijing, summarizes the practices and experiences of high-quality reading promotion in university libraries from four aspects: resource integration, service integration, cultural integration, and field integration, and provides reference and inspiration for the reading promotion work of university libraries.

Abstract:
Graduate education bears the responsibility of cultivating high-level talents and strengthening talent support for the country and society, and needs to continuously enhance the quality of graduate talent cultivation. The “guidance and assistance” collaborative education model, which is an important means to improve the quality of graduate education at present, plays an important role in current graduate education. However, there are still some areas that need to be strengthened in this model. These shortcomings restrict the comprehensive development of individual graduate student and affect the further improvement of the quality and effectiveness of graduate education, which needs to be improved. This study analyzes these issues and proposes some improvement measures to fully leverage the value and utility of the “guidance and assistance” collaborative education model and contribute to the development of graduate education in China.

Abstract:
With the advent of the digital age, the cultivation of digital literacy among college students has become a pivotal measure in propelling the nation’s digital transformation, accelerating the informatization process, and enhancing the digital literacy of the whole people. Against this backdrop, this paper aims to delineate the multi-dimensional components of digital literacy of college students and analyze the challenges encountered in higher education institutions during the cultivation of this literacy, subsequently proposing corresponding enhancement strategies. Digital literacy is articulated as an integrated capability encompassing key elements such as information awareness, digital skills, digital communication, digital ethics, and innovative creativity. In the domain of higher education, digital literacy education is facing multiple challenges, including the disconnection between teaching content and technological development, the insufficiency of integration between teaching methods and digital tools, the conflict between personalized learning needs and standardized teaching models, and the absence of digital ethics and cybersecurity education. To address these challenges, higher education institutions need to synchronize curriculum content with technological advancements, promote a deep integration of traditional teaching with digital tools, balance standardized teaching and personalized learning needs, and establish a system for digital ethics and cybersecurity education, thereby providing support for cultivating high-quality talents with innovative spirit and practical capabilities.

Abstract:
This paper discusses how to compile syllabus based on the Outcome-Based Education (OBE) concept to enhance the quality of undergraduate education. First of all, it emphasizes the importance of higher education in national development and points out that majors construction, courses building, and syllabuses are keys to improve the quality of undergraduate education. The article provides a detailed introduction to the origin, development, and core principles of the OBE concept, and proposes six steps that should be followed in compiling syllabus based on OBE: teaching needs analysis, teaching goal setting, teaching content selection, teaching strategy design, evaluation system design, and continuous improvement of syllabus. Through case studies, the paper demonstrates how to apply the OBE concept to the development of specific course syllabus and how to achieve students' comprehensive development and graduation requirements through this process. Finally, the article emphasizes the importance of OBE in the management of syllabus, suggesting that various factors such as educational goals and student needs should be comprehensively considered to improve educational quality.

Abstract:
At present, the phenomenon of cyber-bullying among minors is frequent, and there are difficult problems of legal definition and practical prevention and treatment. Article 26 of the Regulations on the Protection of Minors in Cyberspace provides a strong response to how to implement the prevention and treatment of cyber-bullying of minors, and gives online platforms the power to supervise the behavior. Based on the perspective of the analysis of the origin and practical exploration, the supervision power of the platform for cyber-bullying of minors should include the right of early warning and review, the right of identification and monitoring, and the right of standardized disposal. The effective implementation of the supervision power of network platforms must strictly follow the principles of exercise according to law, reasonable exercise, positive cultivation and cooperative regulation. Improve and establish the norms of restraint and discretionary system, construct a scene model combining horizontal and vertical, and establish a multi-cooperative supervision system, so as to ensure the smooth operation of the supervision power of the platform, realize the legal prevention and treatment of cyber-bullying of minors, and effectively protect the legitimate rights and interests of minors.

Abstract:
Controlled Digital Lending (CDL) is a new book lending model explored by libraries in the United States to meet the reading needs of digital-era readers. Its public value has been widely recognized during the COVID-19 pandemic and it is expected to become a powerful tool to support the digital transformation of libraries in China. The implementation of CDL functionality depends on adaptation of its copyright legality obstacles. Through the examination and reflection on the Hachette case against the Internet Archive regarding the fair use nature of CDL, this paper proposes that the assessment of CDL’s fair use involves complex value judgments, with significant subjectivity and uncertainty, making it difficult to support its copyright legality. The legal principles of CDL is consistent with the principle of technology neutrality in copyright law. Viewing this model the principle of technology neutrality reveals that CDL can apply the exhaustion of rights and it is legally feasible. This clears theoretical obstacles for the introduction of CDL in China’s copyright law.

Abstract:
At present, artificial intelligence algorithms have been deeply embedded in the capillaries of human production activities and daily life, impacting the ethical order of human society and generating ethical risks of artificial intelligence algorithms. The autonomy of artificial intelligence algorithms leads to non-determinism, making unexplainability and unpredictability a difficult problem in algorithm ethics. Artificial intelligence algorithms have caused ethical risks such as algorithm bias, algorithm discrimination, and personal privacy protection in application scenarios. The complexity of artificial intelligence algorithms profoundly challenges the traditional ethical rule system and causes the problem of algorithm accountability. Therefore, it is necessary to regulate by improving the certainty of artificial intelligence algorithms, promoting the scientific application of artificial intelligence algorithms, clarifying the responsible subjects of artificial intelligence algorithms, building a certain fault tolerance space, and returning to artificial intelligence algorithm technology itself, so as to promote the good development of artificial intelligence algorithms.

Abstract:
After the rise of family education from “family affairs” to “national affairs”, the intervention of the judicial department in family education is a practical lever for the implementation of the “Family Education Promotion Law”. The progressive punitive measures of “admonition-guidance-punishment” reflect the judicial flexibility, judicial resilience, and judicial rigidity of the “Family Education Promotion Law”. The Family Education Promotion Law, while removing many negative punitive measures from the Draft Family Education Law, has not fully supplemented supportive measures, resulting in the inability of the judicial mechanism to accurately respond to the issues of “when” and “how” to intervene in practice. To achieve the integration of morality and law between family education and judicial intervention, it is necessary to balance the necessity of judicial intervention in family education under the principle of proportionality, maintain a humble stance, and at the same time, improve standardization and compulsion, and enhance the judicial tension of the family education orders.

From “Economic Base” to “Economic Order”: Ehrlich’s Inheritance and Criticism of Marx’s Legal Thought

Abstract:
The terms “economic base” and “economic order” reflect the difference in class positions between Marx and Ehrlich. Although his “living law” is very similar to the basic principle of historical materialism, and Ehrlich also gave historical materialism a very high evaluation; however, in order to avoid Marx’s method of class analysis, and highlight the dynamic role of the law, he used “economic order” instead of “economic base” to describe the relationship between economy and law. Ehrlich believes that law, as an important norm for the maintenance of social order, plays an important role in the formation and development of the economic order, and it protects the interests of the general public rather than just the ruling class. It is easy to see that Ehrlich’s effort to replace the “economic base” with the “economic order” was based on a “misreading” of Marx from the outset. Marx and others saw the reaction of law to the economic base; more importantly, private law, as an important part of the legal system, has always been closely related to the economic base. Therefore, as long as it is within the analytical framework of the historical materialism, the bourgeois law cannot get rid of its class “brand”.

Abstract:
The value appeal for the free and all-round development of human beings is the common point that connects Marx’s theory of “free man” with the subject theory of contemporary biopolitics. The historical appearance and contemporary development of biopolitics continue the theme of Marx’s critique of the essence of capitalist exploitation and extend the boundaries of Marx’s contemporary form of capitalism. Marx used historical materialism and political economy to critique the essence of “free man” as “homo faber”, and the Italian left-wing scholar Giorgio Agamben used the concept of subjectivity such as “whatever singularity” to open up the theoretical direction of the Western left to understand “free man” as “political man” (homo politics). The theoretical differences between the traditional and radical subject schemes not only due to the confrontation between Marx’s “practical view of history” and Agamben’s “fractured view of history”, but also related to the different references to Aristotle’s and Hegel’s conceptions of freedom. Through the dual perspectives of “using Marx to solve Agamben” and “using Agamben to solve Marx”, it is highlighted that although there are specific differences between Marx and Agamben in terms of goals, theoretical backgrounds and construction schemes, they can produce an effective dialogue between “macro subject historical science” and “micro subject political philosophy”.
