Abstract:
Subjectivism has historically brought about modernization, but subjectivism and its extremism, namely the philosophy narcissism, have also brought about the modernity dilemma, leading to the tension between man and nature and causing the global ecological environment problems. Modern western environmental theory is complete subjectivism. The Chinese-style modernization abandons subjectivism, creates a new modernity, promotes the China’s turn of ecological civilization construction and theoretical research, and establishes Xi Jinping Ecological Civilization Thought. Xi Jinping Ecological Civilization Thought is an environmental theory that insists on subjectivity rather than subjectivism, surpasses the modern western environmental theory, and vigorously promotes the Chinese-style modernization.

2023, 39(6): 705-712. doi: 10.19979/j.cnki.issn10082689.2023020086
Abstract(161) HTML (99) PDF(18)
Abstract:
The “14th Five-Year Plan” period is critical for China’s development from building a moderately prosperous society in all respects to basically realizing socialist modernization. It is also an important period for China’s transition from “a big country in education” to “a powerful country in education”. The new round of technological advancement, industrial transformation, and complex cultural environment have put forward higher requirements for talent cultivation in China. Non-academic continuing engineering education is an important way to cultivate high-quality versatile professionals, while the curriculum ideological and political construction is an important means for universities to achieve the goal of fostering virtue through education. Both are necessary elements for building a high-quality education system in China. This paper outlines the era value and practical difficulties of curriculum ideological and political construction in non-academic continuing engineering education courses at universities with industry characteristics. Taking the non-academic continuing engineering education at University of Science and Technology Beijing, especially the “Principles and Practice of Steel Rolling Production”, a demonstration course of ideological and political education in Beijing, as an example, it expounds the system construction of the organic unity of the “four body coordination” ideological and political system and the knowledge system of steel rolling specialty, and discusses the practice of promoting the reform of non-academic engineering education at universities with industry characteristics under the new circumstances.

2023, 39(6): 713-721. doi: 10.19979/j.cnki.issn10082689.2023030079
Abstract(750) HTML (364) PDF(120)
Abstract:
How to guide and help young lying flat people to move forward is an important topic of concern from all walks of life. Through the observation and semi-structured in-depth interview on the online activities of members of the Douban “Lying flat and Standing up Mutual Aid Alliance”, the paper focuses on the reasons, assistance of the rehabilitation of young lying flat people, and presents the practical strategies and subjective experience of their rehabilitation. The research points out that there are two basic trigger mechanisms for young people to lie flat, namely “frustration-lying flat” and “stress-lying flat”. The study finds that the improvement of physical and mental state, the stress of real life, the inner anxiety and self blame, and the fear of social disjunction are the important reasons for the lying flat youth to stand up. Social support is an important help for the lying flat youth to stand up. Not only do traditional social networks provide objective and subjective support for lying flat youth, but also peer groups based on the Internet provide important support such as supervision and empathy for lying flat youth. The standing up youths suggest that those lying flat should actively seek social support and improve the utilization of social support, and find the right goal and rhythm for standing up.

CHENG Shi, WANG Yong
2023, 39(6): 722-728. doi: 10.19979/j.cnki.issn10082689.2022120009
Abstract(392) HTML (155) PDF(31)
Abstract:
Halliday created Systemic Functional Linguistics (SFL) with the aim of developing Marxist linguistics. The concept of Marxism in his SFL is underpinned by the concepts of linguistic function, system and materialism. The notion of functionality in SFL reveals Marxist thoughts, which is present in three distinct manifestations: functional variation, functional grammar and metafunction. Halliday’s Marxist view of language system is represented in his delineation of language as a stratified whole system which evolves dynamically. Halliday’s materialist linguistics involves four senses: language as social semiotic, the origin of language, language base and context superstructure, language and social equality. Hallidayan SFL is totally compatible with Marxism.
Attitudinal Meanings of Chinese Insect Vernacular Names from the Perspective of Ternary Interactive Language Niche
JIN Shangran, JIANG Ting, ZHANG Hui
2023, 39(6): 729-738. doi: 10.19979/j.cnki.issn10082689.2022100061
Abstract(235) HTML (91) PDF(31)
Abstract:
As Chinese folk appellations, Chinese insect vernacular names are formed in the interaction between embodied cognition and the realistic environment, and are endowed with strong attitudinal meanings that mirror and construct the interdependence of insects, humans and the environment. Focusing on 37 Chinese vernacular names of ladybugs and 30 names of cockroaches collected from the BCC corpus, dictionaries, classics and insect writings, this study builds a ternary interactive language niche based on the ternary interaction of “reality-cognition-language” and language niche, so as to analyze the implicit attitudes, cognitive mechanisms and environmental factors of the Chinese vernacular names of the two, with the ultimate aim of revealing their ecological attributes based on the ecosophy of “ecological aesthetics”. The study concludes that appreciation resources within the Chinese vernacular names of ladybugs and cockroaches rank at the top, and the cognitive mechanisms and environmental factors that influence the formation of their names result in different attitudinal values. Ladybug names tend to have positive or neutral potentials, while cockroach names tend to be negative or neutral. As for the ecological connotations and attributes embedded in their names, metonymic names under the influence of natural factors are full of ecologically beneficial aesthetic wisdom, while some metaphorical and metaphtonymic names under social or cultural factors betray to some extent ecological aesthetic ecosophy, thus being ecologically ambivalent or destructive. This article provides intriguing insights into human-insect relationships based on Chinese insect vernacular names. It is conducive to reconstructing people’s cognition of insects and promoting ecological naming practices.

LIANG Yongmei
2023, 39(6): 754-763. doi: 10.19979/j.cnki.issn10082689.2023030075
Abstract(343) HTML (129) PDF(35)
Abstract:
Overcapacity can be roughly classified into three types: frictional overcapacity, cyclical overcapacity and structural overcapacity according to the duration, scope of influence and severity of overcapacity. The urgency of different types of overcapacity and the key methods to address them should also be differentiated. Frictional overcapacity is always temporary overcapacity caused by the time required by the supply and demand parties to search for information, commodity transactions, as well as incomplete information and strategic behavior of enterprises. It influences fewer industries with a low degree of overcapacity and a short duration, and should be intervened as little as possible, mainly through improving market construction and other means when necessary. Cyclical overcapacity refers to the overcapacity caused by fluctuations in economic operation and changes in macro-control policies, often involving multiple cyclical industries. The degree of cyclical overcapacity is relatively high and may last for several years, so it should be properly intervened through cross cycle adjustment policies. Structural overcapacity refers to the overcapacity caused by improper implementation of industrial policies, transformation of demand structure, change of production technology. It may occur in a single or multiple industries and should be addressed through comprehensive measures including supply-side structural reform and demand-side management.

2023, 39(6): 764-773. doi: 10.19979/j.cnki.issn10082689.2023080005
Abstract(252) HTML (100) PDF(21)
Abstract:
Industrial policy is an important starting point and guarantee for promoting the construction of a modern industrial system. Under the new development pattern, China’s industrial policy is faced with the new requirement to accelerate the transformation. It calls for not only getting rid of the dependence on the traditional path, but also giving full play to the advantages of the market in organizational resources. It is also necessary to gain the initiative in international development under the great changes, and to coordinate the interests of different subjects, stimulate development potential, and promote China’s industry to achieve a high level of self-reliance. However, the path dependence under the traditional development mode, the limited capacity of the main body in international industrial competition, and the impact of great power competition on resources and market players have formed constraints on the transformation of China’s industrial policy. This paper points out that in the future, China should systematically grasp the needs of industrial development, give full play to the role of competition policy on industrial independent innovation design industrial policies with the goal of improving the competitiveness of the industrial chain and give full play to the role of industrial policies in creating markets. Thus, it would improve the precision of policy implementation, mobilize the enthusiasm of advanced production factors and subjects, and create an institutional environment that is conducive to the transformation of industry from catch-up development to leading development.

Abstract(226) HTML (90) PDF(21)
Abstract:
Since the full implementation of budget performance management in colleges and universities, the performance management of project expenditures, whether in terms of system design or practical operation, has stepped into the path of standardization and scientification. However, in terms of overall expenditures, there has not yet been the implementation of a mature and systematic budget performance management. At present, there is a lack of theory and referable practical experience to guide colleges and universities to carry out overall expenditure performance evaluation. This paper analyses the current situation of overall expenditure performance evaluation at home and abroad, explores the establishment of overall expenditure performance evaluation system in colleges and universities, and combs how to effectively carry out overall expenditure performance management path with the goal of guiding the practice.

Research on the Executability of Carbon Allowance in Two-carbon Background
ZHU Hui, MENG Jiawei
2023, 39(6): 781-788. doi: 10.19979/j.cnki.issn10082689.2022110005
Abstract(265) HTML (101) PDF(31)
Abstract:
The enforcement of carbon quota has created a precedent in the field of property enforcement, but the related field is still blank both in theory and legislation. In order to provide theoretical support for the enforcement of carbon quota, carbon emission right should be defined as a property right. The execution scope of carbon allowance should include the initial quota issued free of charge and the CCER (Certified Emission Reduction). The execution method should include auction and direct debt repayment, and the execution order should be lower. The contract execution should be given priority in case of conflicts between the frozen carbon allowance and the time limit for the contract execution , . In order to deal with the risk of the expiration of the carbon allowance, it is suggested to remove the time limit for the carry-over of the carbon allowance. The carbon allowance that has been frozen by the judicial system shall not be voluntarily cancelled. In the case of no dispute, it should be presumed that the voluntary cancellation is for the purpose of public welfare. When the voluntary cancellation is detrimental to the interests of creditors, creditors can be granted the right of cancellation to achieve relief.
The “Trial Restraint Effect” of Civil Self-Admission from the Perspective of Argumentalism
QIAO Fang-e, WANG Facai
2023, 39(6): 789-797. doi: 10.19979/j.cnki.issn10082689.2022070071
Abstract(348) HTML (170) PDF(29)
Abstract:
The binding effect of self-admission on the court is the core of self-admission system effectiveness under the polemicism. In contrast, it is confirmed that self-admission has non–“judicial constraint effect “at the level of legal norms. In this regard, the pursuit of true discovery, the prevention of false litigation, the limitation of litigation mode and the status quo of self-identification of evidence are the “Chinese reasons” for this theory. With the continuous improvement of legal norms and the deepening of judges’ understanding, the reasons mentioned above have been shaken or even untenable. On the contrary, the changes in self-admission revocation rules, the strict restrictions on the revocation rules and the generalization of the self-admission objects in practice suggest that the restrictive effect on the activities of court review and recognition of the self-admission fact should be recognized. However, in order to fully implement the substantive connotation of argumentalism, the self-admission object should be strictly limited to the main facts. In order to respect the autonomy of the parties to the greatest extent, the field of self-admission establishment should not be limited to the formal trial, and at the same time, the mechanism of self-admission revocation and overruling should be unified with “truth” as the center.
Analysis of Criminal Law Doctrine Analysis on the Realization of Incentive Function of Enterprise Corporate
CHEN Yu, XU Fangdi
2023, 39(6): 798-807. doi: 10.19979/j.cnki.issn10082689.2022100076
Abstract(235) HTML (110) PDF(26)
Abstract:
The realization of incentive function of corporate criminal compliance derived from criminal policy should not contradict the principle of criminal law and should pass the test of criminal doctrine. The premise of realizing the incentive function of corporate criminal compliance is to clarify the connotation of organizational responsibility whose essence is to realize the separation of the responsibilities of enterprises and natural persons. It requires enterprises to assume the responsibility for the actual harm of existing results rather than the compliance itself or the abstract risks caused by non-compliance. It also requires the intentional or negligent nature of unit crimes. At the entity level, the ex-ante compliance can negate the establishment of a crime from the aspects of constitutive requirement or responsibility according to different circumstances. Under the circumstance that ex-ante compliance cannot negate the establishment of a crime, ex-ante compliance and ex-post compliance are both used as sentencing factors to reduce criminal responsibility from the punishment of responsibility, and to reduce criminal responsibility from the prevention of punishment. At the procedural level, the nature of the conditional non-prosecution of criminal compliance is the transformation of legal liability driven by criminal policy, and its legitimacy originates from the external two-way connection between criminal doctrine and criminal policy.
