Abstract:
The Fifth Plenary Session of the 19th CPC Central Committee proposed clearly the requirement to construct a highquality education system. In the new era, promoting the high-quality development of higher education is a practical demand for adapting to the new stage of development, a necessary requirement for implementing the new development concept and an important basis for fostering a new development paradigm. The concept of thoughts, mission, principle and guarantee should be further clarified. And more efforts need to be made to talents cultivation, team construction, scientific research, modernization of governance and a description of future blueprint, so as to write a new chapter of high-quality development of higher education and make new contributions to the education modernization and education power.

Patriotism education is the eternal theme of a country. Patriotism is the most important spiritual wealth of the Chinese nation. In recent years, cyberspace has gradually become an essential platform for public patriotism expression, and promoting patriotism through the Internet is an effective way and innovative path for patriotism education in the new era. Especially after the battle of the epidemic prevention and control, the expression of patriotic feelings by the general public through the Internet has rapidly developed into a new normal. Exploring and studying online patriotism education in the post-epidemic era is of great practical significance to further enhance the effectiveness of patriotism education and cultivate a new generation of young people who will shoulder the mission of national rejuvenation.

Abstract:
This paper focuses on the integration of linguistics abroad and Chinese linguistics. Firstly, it expounds its rationality from the perspective of philosophical concepts. For example, linguistics, in terms of its connotation, should include linguistics abroad and Chinese linguistics; it conforms to the national language strategy under the background of “New Era, Greater Mindset” and “New Liberal Arts, Macro Foreign Languages”; it can best realize M. A. K. Halliday's Chinese complex and academic thinking from the perspective of Systemic Functional Linguistics. In this process, there are also several problems to be solved.For example, Chinese universities rarely set up departments of linguistics;most schools and departments of foreign languages in Chinese universities lay emphasize on literary traditions and do not pay much attention to the pilot role of linguistics; international conferences on languages and linguistics at home and abroad do not attach importance to Chinese. To this end, this paper proposes several suggestions: adopting the dialectical philosophy of the “continuum”; adding sub-disciplines under the existing “Literature” and “Linguistics”; employing the theory of “appliable linguistics” to evaluate various sub-disciplines and their research progress.

From October 31 to November 1, 2020, the 17th Symposium on English-Chinese Discourse Analysis was successfully held in Beijing Foreign Studies University. The 15 keynote speakers discussed issues about “English-Chinese Discourse Analysis in the New Era”, which fully demonstrated the latest achievements and future trends of domestic discourse analysis research in the new era. The young scholars' forum also provided opportunities for young scholars to blend academic ideas and broaden their research horizons. This symposium focuses on integration, innovation and development, which points out the direction for the further development of the theory of English and Chinese discourse analysis and the further promotion of the research results.

The 3rd High-End Forum on the Integration, Innovation and Development of (Functional) Linguistics focusing on the theme “Mutual Learning between the Foreign Language Circle and the Chinese Language Circle, Theory Integration and Local Innovation” discussed the cooperation between the foreign language circle and the Chinese language circle, the mutual integration among different theories and schools of linguistics, as well as the interdisciplinary integration between linguistics and other humanities and social sciences, natural sciences, technical sciences. It provides new directions, perspectives and approaches for the integration, innovation and development of linguistic studies under the background of the New Era and the New Liberal Arts.

Abstract:
Halliday's view on the Cardiff Grammar is one of the important concerns among scholars in Systemic Functional Linguistics. This paper systematically investigates Halliday's view on the Cardiff Grammar from the following aspects: linguistic stratification, the meta-function of language, functional syntax, natural language processing and cognitive research. The study shows that generally Halliday regards the Cardiff Grammar as a model within the same systemic-functional framework, which is complementary to the general theory. Specifically, for Halliday the stratificational and meta-functional differences maintained in the Cardiff Grammar have its own particular objectives to serve, the Cardiff Grammar has made great contributions to Systemic Functional Linguistics in functional syntax and natural language processing, and the Cardiff Grammar's cognitive model is closer to mainstream cognitive science.

Abstract:
The national defense discourse of press conference is one of the most important of the discursive type. This corpusbased study examines from the rhetorical perspective the use of rhetorical rational appeals in the discourse of press conference of Chinese Ministry of Defense(MOD), and elaborates on how the institutional rhetor, by catering to different types of topics and argumentative and rhetorical agents, employs fitting rhetorical strategies and a persuasive trichotomy of “Emphasize us, unite friends, deemphasize opponents” by following the discursive guideline of “on just ground, to our advantage and with restraint”to achieve identification by sympathy and identification by antithesis. It also further demonstrates the importance of rhetoric to defense discourse studies and the feasibility of corpus-based empirical rhetorical research.

Digital and traditional infrastructures are deeply integrated. The Industrial Internet has become an important battleground for new infrastructure. New infrastructure generates new development, it will also create risks that are different from traditional environments. Therefore, Industrial Internet must be vigilant against the emergence of new risks while developing “new infrastructure”. Preventing Industrial Internet risks is increasingly important. CPS is the key technology of Industrial Internet.This paper summarizes the characteristics of Industrial Internet security risks with CPS as the core and puts forward measures to prevent risks. Under the background of the construction of“new infrastructure”, Industrial Internet should continuously strengthen the construction of CPS standard system, promote the coordination and co-governance between the government and various social entities, build the early warning database of data elements, strengthen risk monitoring, data governance and improve the accountability mechanism.

Local coordinated legislation is the process and result of the legislative bodies in different regions formulating common rules for common or implicated matters. The legal guarantee for regional integrated development is local coordinated legislation, and the purpose of integrated development is to solve the problem of unbalanced interests in regional development. The right to regional development cares about the imbalance of regional development interests from a high degree of human rights. It is the right foundation and guiding concept of local coordinated legislation. Legislation is an interest coordination activity. In order to protect the development interests of regional subjects related to coordinated legislation, local coordinated legislation should determine the three principles of regional equality, interest balance and open participation. According to the above principles, it is necessary to construct and improve the horizontal, vertical, internal and external communication and cooperation mechanisms between different regions and different departments, and establish and optimize the compensatory benefit flow mechanism between the beneficiaries and the losers in important matters and fields. Abstract:
Environmental public interest litigation based on post-relief cannot fully restore the original environment. The transition from post-relief to pre-prevention on environmental issues promotes the response of preventive environmental civil public interest litigation. The essence of preventive environmental civil public interest litigation is to implement the public law responsibility of risk management and control through litigation procedures to give full play to the court's environmental regulations and make up for the lack of administrative regulations. However, the existing preventive environmental civil public interest litigation rules are too vague, and there are blind spots in the application, and it is urgent to sort out the internal normative structure.Specifically, major risks are the prerequisite for starting, but should be defined from the two-dimensional standards of “quality” and “quantity”; pollution behaviors and ecological damage behaviors are the objects of review, but should focus on behaviorbased review of incidental results standard; public interest is the object of protection, but the substantive connotation and priority selection of environmental public interest and environmental private interest should be distinguished; the law-provided agencies and organizations should be the subject of litigation, but citizens should be qualified as plaintiffs and affirmed as independent participants of administrative agencies. In addition, risk communication among litigation participants will help promote the process of preventive environmental civil public interest litigation. In the future system reforms, efforts should be devoted to the shaping of negotiating justice, and the power of courts should be strengthened to promote adequate risk communication. Unfold, and ultimately promote the improvement of the court's environmental regulation power.

The online and offline O2O model has become an important means for the transformation and upgrading of the traditional retail industry. With the continuous deepening of the Internet and big data technologies, the boundaries of enterprises are becoming blurred, and information islands continue to merge. Enterprises have begun to move from one-way chain development to multilateral network cooperation, and gradually move towards the evolution and upgrade of the overall business ecosystem, symbiosis and co-creation. The co-acting cooperative thinking gradually replaces the traditional zero-sum game competitive thinking and becomes a new choice for companies to collaborate with the overall ecosystem to achieve value creation and growth.From the perspective of business ecosystem evolution, discuss the realization mechanism of the co-creation of multiple values in the retail industry under the background of the O2O business ecosystem, and take Yonghui Supermarket as an example to elaborate and analyze, pointing out: the four subsystems of core, support, competition and environment are the basis for the retail industry to realize multi-value co-creation under the O2O business ecosystem. Among them, the core system is the direct carrier of value creation, and its participants are the main body of value creation. Abstract:
From the perspective of organizational sociology, this article discusses the organizational principles and implementation strategies of economic law macro-control in the context of epidemic prevention and control. The macro-control of economic law follows the control paradigm of “plan-economic policy-adjustment means”, which embodies a typical organizational operation process. In the context of epidemic prevention and control, the fiscal policy, monetary policy, and resumption of production and work policies implemented by the economic law macro-control interact with the administrative system environment and market technology environment, thereby gaining the “legitimacy” recognition of the institutional environment. Administrative organizations and enterprise organizations constitute the organizational basis for macro-control of economic law. In response to the characteristics of epidemic prevention and control, economic law macro-control should implement overall control led by administrative organizations, actively respond to the production and operation difficulties faced by enterprise organizations, and follow the principle of proportionality in organizational operations.

Abstract:
The compilation of the general history of the Communist Party of China has always been a basic index to measure the research level of the party history and the construction of the party history discipline. In 1951, Hu Qiao-mu's compiling on Thirty Years of the Communist Party of China was the starting point of compiling the general history of the CPC. The practical logic of Hu Qiao-mu's compiling the general history of the party was the research activity he participated in the 1940s. The compiling paradigm of the Thirty Years of the Communist Party of China mainly has been included: creating a precedent for the CPC history after the founding of new China;determining the analysis and comment on the important events and conferences of the CPC history; and establishing the theoretical system of the periodization of the CPC history. When looking into the process of compiling the general history of the CPC, educational circles should systematically recognize the profound influence of Hu Qiao-mu's compiling paradigm on the subsequent writing of the CPC history.
