Abstract:
It is an important trend to expand agency structure in the course of politics and public administration reform. The progress,however,is not a root way to settle up the crisis that government is facing. The author regards it as a kind of schemes in randomicity and expediency and thinks the ultimate transform of public administration depends on the confirmation of its value. Thereinto, the moral value of administration personnel is a sort of endogenesis one in the system of public administration. We should consider that the public administration pursues the moralization of its system, which is a radical effort. But the system is no more than the frame of administration behavior. That is:the personnel do all of the administration behaviors in it. We can't look forward to justness in the behaviors of administration personnel and in the system of public administration but that the personnel come to moralization. The administration personnel can achieve his moralization if he treats the relation between his idio-rights and public power correctly.

Abstract:
Various kinds of non-classical logic sprang up vigorously while classical logic came to a standstill relatively in the 1960's.After reflecting on many inconsistent propositions in the fields of logic,natural science and social science people began challenging classical logic and believed that the law of contradiction was not valid universally.In the background da Costa founded paraconsistent logic.When appling paraconsistent logic to alethic modal logic,we get a deontic logic system which avoids the Good Samaritan Paradox.Therefore we can conclude that deontic logic can be reduced to paraconsistent alethic modal logic.

Abstract:
The viewpoint of Self-Prosperity with Foreign developed methods the landlord class of the late Qing dynasty advocated,denied the out-of-date feudal laws and reacted positively toward the challenges of the Western Powers.The first 20 years after the Opium War,it was manifested in the strategy of Containing Western Powers with Their Own Strongpoint.The main idea of this strategy was to know,emulate,and resist the Western Powers.After 1860s,the notion of Upholding China's Traditional Concept but meanwhile Utilizing Occidental Modern Learning represented this viewpoint;specifically the Chinese traditional monarchy and feudal ethics and ethos should play the decisive role in running the country,which needed to be,however, assisted by capitalist scientific and technical innovations.There were three distinctive periods during which the reformers put their viewpoint into practice.First of all,during the period between the two Opium Wars Western World was touched,introduced and advocated.Second,from 1860s to early 1870s,the martial industry was set up in an attempt to achieve China's self-prosperity.Third,from early 1870s to 1890s,civilian industry was initiated at full scale so as to achieve China's self-wealth.

The existence of right to silence is a kind of right attribute to affidavit leglity of criminal suspect or defendant which composes a session of criminal evidence system.Whether to select the right to silence or not reflects a value selection of a national criminal system.Between the two conflicting systems which the criminal litigation has been pursueing-value of freedom and value of security,the right to silence acting as a system which protects criminal suspect's or defendant's legal rights reflects the respect to private rights and freedom.
Through research to the value of right to silence,the author compares the Chinese criminal litigation value selection with other countries'which apply right to muteness system,states the relative provisions in Chinese laws and statutes as well as the existing practical issues,therefore predicts the possibility of fulfilling the system in China
