Abstract: The 20th National Congress of the Communist Party of China has pointed out the direction and provided guidance for promoting the education and training of cadres in the new era , as well as improving the quality of national higher education development. The National Plan for Cadre Education and Training (2023-2027) has made clear arrangements for the overall requirements, goals and tasks, methods of cadre education and training in the coming period. The party organizations of higher education institutions should promote the high-quality development of cadre education and training in the new era, which is the meaning about adhering to the principle of party management of cadres and promoting the construction of a strong educational nation. The theory of education provides theoretical support for promoting the high-quality development of cadre education and training in the new era. To promote high-quality cadre education and training from multiple-dimensional perspectives such as the goal dimension, demand dimension, practice dimension, and method dimension of educational theory, the party organizations of higher education institutions should firmly grasp the political, directional, and theoretical aspects, follow educational principles, conform to educational laws, focus on the four major elements of teaching, curriculum, faculty, and practice, strengthen top-level design, promote hierarchical classification, and ensure that cadre education and training is profound and effective.
