Between “Red” and “Green”: Solutions to Indian Naxal Problem

摘要: 印度政府与纳萨尔派之间的冲突已长达近半个世纪,它涉及革命与发展、反叛与镇压、变革与维稳等对立命题,这也是很多发展中国家普遍面临的“红”与“绿”的矛盾。印度政府主要采取军事手段遏制纳萨尔运动,不断加大军事财政投入、强化国家安全部队并利用私人武装等。地方政府在反纳萨尔实践中采用的军事组织和策略主要有“灰狗”组织、“和平行动”、“特殊警察”以及伪遭遇战等。军事遏制策略取得了一定成效,但由于并未从根本上改变印度社会的结构性问题,它未能彻底根除纳萨尔暴力。纳萨尔运动有着深刻的社会和政治根源,它在本质上是一场基于意识形态的革命运动。Abstract: The conflicts between Indian government and Naxalites have lasted for half a century, involving revolution vs. development, revolt vs. suppression and change vs. stability, and this is also the "Red" and "Green" contradiction faced by many developing countries. Military containment is Indian government's crucial measure to suppress Maoists. In recently Naxalites years, Indian government increases military financial investment, intensifies national security forces and takes advantage of private army. In the practice against Maoists, local government's military organizations and strategies include Greyhounds, Salwa Judum, Special Police Officers, and Fake encounter. Military containment strategies didn't change Indian society's structure fundamentally, so it can't eradicate Naxalites violence. Naxalites movement had profound social and political roots, in essence, it is a revolutionary movement based on ideology.
