Comparative Study of Emergency Management Institution in China——A Focus on Public Health Emergency

摘要: 如何在不同突发事件中选取适当的应急管理组织体系，是健全应急管理体制的关键。文章在综述文献的基础上，分别介绍应急办、指挥部、联防联控和联席会议四类应急组织体系的特征。以典型突发公共卫生事件为中心，比较分析各类应急组织体系在动员效率、决策科学水平与协调力度等方面的差异。进而提出对策建议。Abstract: Institution is critical to emergency management.Based on literature review,this article introduces four categories of emergency management institutions,including emergency office,command headquarter,"Lianfang Liankong" and joint conference.Focused on public health emergency,the comparative study is applied to analyze the performance of different institutions in mobilization,decision making and coordination.Policy suggestions are followed.
