An Evaluation on the Government Procurement Agreement of WTO

摘要: 世贸组织政府采购协议是少数世贸组织成员国就政府采购所达成的一个复边协议,其目标是通过扩大关贸总协定中的非歧视性原则,增加政府实体部门招标过程中的透明度,进而把政府采购纳入到国际竞争中。从本质上讲,政府采购协议是签署国在互惠和对等的基础上彼此开放政府采购市场的一个协议。与世贸组织的其他协议相比,它无疑具有独特的内容和特点。Abstract: The Government Procurement Agreement of WTO is a plulateral agreement on the issues of government procurement by some WTO mernber states with the aim to increase the transparency of government procuring activities and further to bring government procurement into international competition, by the expansion of the GATT non-discrimination principle. By nature, GPA is an agreement to open the government procurement marker on the basis of reciprocity and equity.
