On the British Policy toward China on the Eve of the Chinese Special Tariff Conference

摘要: 1925年的中国关税特别会议是20年代中国民族解放运动高涨期间召开的一次重要会议。在关税特别会议召开前夕，英国外交部就制定对华关税政策问题进行了多次讨论，这些讨论因1924年9月驻华外交官提出的“泰克曼计划”而更为激烈。此后，唐宁街在这一问题上主要形成两种意见，一种意见认为“泰克曼计划”涉及面过于广泛而缺乏实施的可能性，因此不赞成这一计划；但是另一意见却认为英国应该通过实施这一计划，从而保持在中国的广泛影响力。结果，后一种意见占了上风，英国最终以“泰克曼计划”作为参加会议的基本政策。Abstract: The special Conference on the Chinese Customs Tariff (October 1925-April 1926) was a very important meeting during the 1920's in China On the eve of the conference, British Foreign Office had begun to discuss the policy toward China The discussion became very heated owing to "Teichman Scheme". In Foreign Office, some officers disagreed "Teichman Scheme", but others hoped to widen the British influence in China through this scheme. At last, the latter won.
