Abstract: China’s civil UAV started in the 1980’s, after 30 years, has rapidly occupied the market in the world. In the paper, by analyzing the historical development of China’s civil UAV, the authors think that the national policy in the field plays an important role to promote the integration of technology and market. It was believed that “science and technology is the first productive force”, which establishes the concept of integration of science and technology with economy. The development of market economy accelerated the integration of technology with market; the transition system of scientific research promotes the development of the civil UAV enterprises; civil-military integration policies accelerate the usage of military technology in civil productions; and industrial policies of supporting or controlling UAV determine the industry developing direction. In addition, the paper further analyzes the problems in the national policy in encumbering the development of China’s civil UAV.
