摘要: 文章通过介绍国际上几个较具代表性国家的科学的财政转移支付制度的经验和作法，以此为借鉴，就如何构建符合我国社会主义市场经济要求的政府间财政转移支付制度展开探讨，并提出了作者对此问题的见解Abstract: This article introduces some experiences and methods of financial transfer and defrayment in Germany and Japan. In the light of that, to make a discussion, how to construct a system of financial transfer and defrayment between governments in China, that according to the demands of our country's socialist market economy, and afford the author's opinions on this topic.
