Study of Network Rumors Governance—Based on the Data since 2007

摘要: 随着智能手机的迅速普及，依托互联网信息技术的手机第三方应用软件迅猛增长。这给人们生活带来便利的同时也带来了诸多负面影响，网络谣言就是其中的一方面。网络社会与现实社会紧密相连，网络谣言能够带来经济损失、威胁人民群众的身心健康，甚至严重的会扰乱社会秩序、威胁公共安全。基于此种情况，必须采取相关措施对其进行治理。文章对中国现阶段网络谣言治理的成效与法律法规进行分析，借鉴国外治理经验对中国现阶段网络谣言治理中仍然存在的问题提出治理对策。Abstract: With the rapid spread of smart phones, the third-party mobile phone software relying on the internet information technology, is growing rapidly. This brought convenience to people's lives and at the same time brought a lot of negative effects, and network rumor is one of them. Internet society and the real society are closely linked, network rumors can bring economic losses, threatening people's physical and mental health, and even seriously disrupt the social order, threatening public safety. In this case, it is necessary to take relevant measures to govern it. This paper analyzes the effectiveness and laws and regulations of network rumors at present in China, and draws lessons from the experience of foreign governance to put forward the countermeasures for the problems in network rumors at present.
