The Limited Intervention and Reasonable Extension of the Supervisory Authority of Government by Organizational Boundary

摘要: 政府权力的有限性特征决定了用权和制权的有限性,用权的有限性要求中央和地方政府合理分权,监督权力的有限性则要求中央加大对地方的监督权力。在我国“压力型”政府体制下,如果不能理顺权力监督关系,就会产生监督渠道堵塞不通、信息失灵等监督权力的“有限介入障碍”。由此,文章提出要正确确定政府组织边界、分配政府组织注意力、建立共栖的合作型关系,以共同决策方式克服障碍,对政府组织的监督权力加以合理有效地延展,从而解决惠民政策从目标到结果的不一致问题,维护基层社会稳定。Abstract: TBounded rationality points that organizations are limited.So the organizational power is limited regardless of the top-down or bottom-up exercise.This kind of limitation is the boundary of power.Therefore, in order to produce extended effect, the power need to be delivered at all levels of government organizations.The characteristic of the limited authority of government determines the limit of the exercise of powers and the oversight of powers.The limit of the exercise of powers requires a reasonable separation of powers between the central and local government, and the limit of the oversight of powers requires the central government to increase the monitoring to the local.Under the “pressure-type system” of our government, if we can't straighten out the supervisory relationship, the “limited interventional obstacles” of supervisory authority will make the up and down channels of supervision clogged, information failure, distortion effect and the policy mistakes.As a result, this paper proposes that the supervisory authority of government can be reasonable extended through confirming the government organizational boundaries correctly, distributing the government organizations' attention, establishing the symbiotic relationship of cooperation and overcoming the barriers with co-determination.Thus, we can solve the inconsistent problem from the targets to the results of social benefiting policies, and maintain the stability of social basic-level.
