Performance Management: the Rational Approach to Inspiring Human Resources Potential in Public Sector

摘要: 公共部门绩效管理是现代公共行政领域研究的重要问题,提高公共部门的工作效率和服务质量己成为公共部门改革的迫切要求。文章从公共部门绩效管理的基本理念出发,介绍了绩效管理的相关理论以及我国公共部门绩效管理的实践,着重分析了我国目前公共部门绩效管理模式存在的瓶颈因素并提出了相关的对策建议。Abstract: Performance management in the public sector is an important issue of modern public administration, and improving public sector efficiency and service quality has become an urgent requirement of public sector reform. This paper, based on the fundamental concept of performance management, introduces related theories as well as practices of performance management in Chinese public sector. It analyses the bottlenecks existing in the current model of performance management in public sector and puts forward relevant countermeasures and policy suggestions.
