摘要: 宏观调控主体具有高位阶性、专业性等特征，受控主体具有较大能动性。宏观调控法律责任主要是程序责任，且其能够获得豁免的空间较大。我国现行宏观调控法律制度具有决策程序不透明、法律责任及其实现机制不充分的缺陷。应通过积极的理念创新和制度创新，实现宏观调控公共实施与个人实施的良性互动。Abstract: The subject of macro-regulation has the features of high order and profession. The subject controlled has a dynamic role. The legal liability of macro-regulation is mainly process liability, which has a comparatively large exemption. The current macro-regulation system in China still has some disadvantages. It is necessary to stimulate the interaction of public and individual macro-regulation through positive the retical and systematic innovation.
