摘要: 行政官员的恰当代理和公民的自愿委托是西方国家行政伦理关系的核心内容之一。从伦理角度来审视原来我们只是侧重其政治性而忽视其伦理性的契约,通过对社会契约的道德前提(包括对人性的解释)和社会契约中蕴含的道德原则(包括契约的道德含义和价值理想等)的阐述,即可把西方国家行政伦理关系内涵提示出来。Abstract: It is Proper agents and Voluntary principals are the core of the Ethic Relationship in Public Administration in the West. We can show the implications of the Ethic Relationship in Public Administration in the West through an explanation of the ethic presupposition of social contract(including an explanation of human natare) and the ethic principles in social contract(including the ethic implications in socialcontract and value ideals).
