Abstract: China is now in the period of transformation from public administration to public governance.The three social subjects of government，enterprises and non－governmental organizations，have gradually established.As a representative of the central region，Hubei province's management function of government changes from direct management to indirect management and from micromanagement to macro regulation and control.Government needs the participation of non－governmental organizations.Associations of science and technology，as an important power of non－governmental organizations in Hubei province，play an important role in participating in social governance.However，with the serious absence of the role of associations of science and technology，themature third party in the construction of national governance system has not come into being.Therefore，associations of science and technology of Hubei province should take positive action strategy，vigorously promoting the modernization of national governance systems and governance ability.
