Abstract: It is an important trend to expand agency structure in the course of politics and public administration reform. The progress,however,is not a root way to settle up the crisis that government is facing. The author regards it as a kind of schemes in randomicity and expediency and thinks the ultimate transform of public administration depends on the confirmation of its value. Thereinto, the moral value of administration personnel is a sort of endogenesis one in the system of public administration. We should consider that the public administration pursues the moralization of its system, which is a radical effort. But the system is no more than the frame of administration behavior. That is:the personnel do all of the administration behaviors in it. We can't look forward to justness in the behaviors of administration personnel and in the system of public administration but that the personnel come to moralization. The administration personnel can achieve his moralization if he treats the relation between his idio-rights and public power correctly.
